Ransomware Incidents in 2021 Mostly Tied to Russian Hackers, US FinCEN Report Says Ransomware incidents in the US in 2021 were mostly tied to Russian hackers, according to a report by the US Financial Crimes Enforcement Network (FinCEN). The report states that out of 793 ransomware incidents reported to FinCEN in the second half of 2021, 75 percent "had a nexus to Russia, its proxies, or persons acting on its behalf.
