Alipay, China's Biggest Payment App, Said to Be Target of Fresh Regulatory Scrutiny Alipay has been ordered by Chinese regulators to undergo sweeping changes as the ruling Communist Party attempts to rein in "the unruly growth" of the tech giants. According to a Financial Times report citing a person familiar with the matter, the country’s largest payments app has been told to spinoff its profitable microloan business.
